Kassandra Fields is a seasoned government executive and credentialed city/county manager (ICMA-CM) with extensive experience in municipal leadership, fiscal management, and intergovernmental affairs. She served as a Budget Analyst for Prince George’s County, Maryland, with oversight responsibilities of all phases of budgetary development and administration for multiple County departments and agencies. In this role, she prepared complex fiscal analyses, management studies, and reports while serving as the County’s Liaison to the Maryland General Assembly. During legislative session, she monitored, tracked, and analyzed state bills with fiscal impacts, prepared testimony, and worked closely with the County Executive’s delegation to advance the County’s legislative priorities.

Kassandra’s career spans executive-level leadership in municipal government, including serving as Assistant City Manager for the City of DeBary, Florida, where she managed capital improvement projects, oversaw contracts for law enforcement and fire services, supervised parks and recreation initiatives, and spearheaded citywide communications, including launching the City’s first Facebook page and maintaining its website. She also served as liaison to the City’s Economic Development and Streetscape Advisory Committees, enhancing collaboration between government, businesses, and residents.

As Town Manager for the Town of Ponce Inlet, Florida, Kassandra navigated complex land use challenges, resolved long-standing litigation through creative mediation, and strengthened community partnerships. During her tenure, she was twice nominated as Manager of the Year by the Volusia League of Cities. Known for her community presence, she actively participated in civic traditions—whether stepping into character for holiday parades or facilitating consensus-building between elected officials, citizens, and business leaders.

Kassandra’s leadership extends beyond government service into community advocacy and volunteerism. She has served as an Executive Board Member of the Volusia/Flagler Healthy Start Coalition, Chair of its Governing and Nominating Subcommittee, and a Board Member for the Women’s and Men’s Center at Daytona State College. She is also a long-time member of the Ponce Inlet Lions Club and the Port Orange Elks, where she served as Scholarship Chair. Her passion for animal welfare is evident through her work with local rescue groups, where she assists with transport, fostering, adoption programs, and Trap-Neuter-Return (TNR) initiatives.

Kassandra holds the ICMA-CM credential through the International City/County Management Association, a recognition of her professional competence, integrity, and dedication to public service. With a proven record of fiscal stewardship, collaborative leadership, and community engagement, she continues to make a lasting impact in every role she undertakes.
